The Marsa Al-Brega LNG plant, which belongs to National Oil Corporation (NOC) subsidiary Sirte Oil Company (SOC), may be in much worse condition than Royal Dutch Shell had anticipated when it signed up to overhaul the plant in the first phase of its hoped for integrated gas development project.
