Donors have been pushing for the government to declare open access on its network in recent years, although none expected it to unilaterally declare CEC’s network common carrier while ignoring the larger Zesco network. The debate fed into the design of the 2019 Electricity Act, which specified that “the [energy] minister may, by statutory instrument, declare a transmission or distribution line as a common carrier for the purposes of this act”.
