Change at the top of Nigerian National Petroleum Corporation (NNPC) and efforts to draw more funds into public coffers – which has included action on oil swap contracts and a decision that all payments to state institutions should go into a single account at Central Bank of Nigeria (CBN) – have been generally well received.
