Côte d’Ivoire’s Ministry of Mines, Oil and Energy and Côte d’Ivoire Energies (CI Energies) on 23 June launched a request for prequalification (RfQ) for the design, financing, construction and operation of two grid-connected solar PV plants with combined capacity of at least 60MWp. The plants will be located in Laboa and Touba, both in Bafing region in the west of the country.
The projects are being procured through the World Bank Group’s (WBG) Scaling Solar programme, which launched in Côte d’Ivoire in October 2019 with the engagement of the WBG’s International Finance Corporation as lead transaction advisor (AE 404/9). The RfQ follows hot on the heels of the launch of Scaling Solar in Niger and the start of commercial operations at two solar PV plants procured through Scaling Solar in Senegal (AE 440/9).
Submissions are due to CI Energies by 6 September 2021 and only prequalified bidders will receive the request for proposals.
Côte d’Ivoire has been slow to buy into solar power, although the pipeline has grown in recent years. Previous energy ministers have expressed scepticism about the technology and a botched tender in 2016 damaged confidence in the market. But electricity demand in the country has been growing by 8%/yr, reaching 9,500GWh in 2020 while also exporting to neighbouring countries.
