UK-based developer Globeleq has signed a joint development agreement with the Togolese government to develop a renewable energy project on a public-private partnership basis. The agreement was signed on 5 December in Lomé. The plant is part of the country’s National Development Plan 2018-2022.

Togo: Scaling Solar tender

The Togolese Agency for Rural Electrification and Renewable Energy (AT2ER) has launched prequalification for two solar PV projects with combined capacity of 60-80MWac, which are being procured through the World Bank Group’s (WBG) Scaling Solar programme in Togo. One plant will be located at Kpalassi, near Awandjélo, in the Kara region and the other at Salimdè, near Sokodé, in the Central region. The WBG’s International Finance Corporation Advisory is the transaction adviser for the programme.

Togo: Solar, thermal plans

Dubai-based IPP AMEA Power is to develop a 50MWp solar PV project in Blitta prefecture in central Togo under a concession agreement and 25-year power purchase agreement (PPA) signed with the Ministry of Energy and Compagnie Energie Electrique du Togo (CEET) on 26 November. AMEA Togo Solar will be responsible for the design, financing, construction, commissioning, operation and maintenance of the country’s first utility-scale solar PV project. Ownership will be transferred to CEET at the end of the contract term.

Togo: Bids sought for solar mini-grids

The Togolese Rural Electrification and Renewable Energy Agency (AT2ER) invites prequalification bids by 28 November for the development, co-financing, construction, operation and maintenance of solar PV-based mini-grids and distribution in 317 localities across the country, as well as the distribution and marketing of electricity to customers. The contracted works, which are being co-financed by the West African Development Bank and the Energy Development Fund, are divided into five lots, to be carried out in three phases.

Togo is seeking expressions of interest from consultants by 1 October for a contract to update the strategic plan for the Benin-Togo Communauté Electrique du Bénin (CEB) and develop a business plan. The contract is funded by the World Bank’s International Development Association (IDA).According to the tender notice, the government is transferring the IDA funding to Compagnie Energie Electrique du Togo (CEET) to finance the Energy Sector Support and Investment Project.

Togo: Scaling Solar to develop 90MW

The government signed an agreement with the International Finance Corporation (IFC) on 9 July to develop 90MW of solar power under the Scaling Solar programme. Togo is the sixth country after Zambia, Senegal, Ethiopia, Madagascar and Uzbekistan to join Scaling Solar, the IFC said.The accord follows an initial agreement signed in 2017, under which the IFC funded studies of potential sites and the absorptive capacity of the national electricity grid.

The Togolese government and Groupe Eranove held a formal ceremony on 12 June to launch the construction of the 65MW Kékéli combined cycle gas turbine power plant in the Lomé port area. The ceremony follows the signing on 23 October of a concession agreement for the design, financing, construction, commissioning, operation and maintenance of the power station. Kékéli means “daybreak” in the Gen language of Togo and Benin.

Togo: Northern electrification tender

Compagnie Energie Electrique du Togo is seeking prequalification bids for the supply and installation of distribution infrastructure to connect 43 villages in the Savanes region of northern Togo to the grid. The work will be financed by the Islamic Development Bank as part of a project for the installation and commissioning of approximately 65km of 161kV transmission line from Mango substation to Dapaong substation and the construction of distribution networks in the project area.

Togo: Voith to modernise Nangbeto hydro

The Communauté Electrique du Bénin (CEB) has given Germany’s Voith Hydro a €22m ($25m) contract for the rehabilitation and modernisation of the 65MW Nangbeto hydropower plant on the Mono River, which forms the border between the two states. The project aims to extend the plant’s operation for at least another 30 years and to modernise its facilities, Voith announced on 13 February. The order includes refurbishment of the generators, cavitation inspection of the turbines and replacement of the blades as well as the rehabilitation of the cooling system.

Togo: Kpimé plant rehabilitation

Compagnie Energie Electrique du Togo (CEET) has invited bids by 31 January for the rehabilitation of the 1.6MW Kpimé hydropower plant in the south-western Plateaux region. The plant, near Kpalimé, about 120km from the capital Lomé, comprises two 0.8MW units, and is the only hydropower plant owned and operated by CEET. The rehabilitation work, to be financed by CEET from its own funds, is expected to be completed within 16 weeks of contract signing, according to a tender notice published on 24 December.

Togo: ADFD funding for 30MW solar scheme

The Abu Dhabi Fund for Development (ADFD) and the International Renewable Energy Agency (Irena) have announced a $15m loan for a 30MW grid-connected solar photovoltaic plant at Dapaong as part of the sixth cycle of the Irena/ADFD Project Facility. The project, to be developed by the Togolese Rural Electrification and Renewable Energy Agency AT2ER, aims to bring clean, reliable power to around 700,000 households and small businesses and reduce greenhouse gas emissions by 9,242 t/yr.

Axxela Limited, the former Oando Gas & Power, announced on 6 December that it had signed a gas transportation agreement with the West African Gas Pipeline Company (Wapco) to transport over 15mcf/d of natural gas via the West African Gas Pipeline (WAGP) to Lomé. The gas is expected to be supplied to the 100MW ContourGlobal thermal power plant. The transportation deal follows a gas supply agreement signed on 8 June with Compagnie Energie Electrique du Togo (CEET).

Togo has joined the Lagos-based Africa Finance Corporation (AFC) as the development financier’s 20th member. In August 2018, the government launched a national development plan which seeks to attract $5.4bn in private sector investment, with infrastructure as a priority. Projects include further development of Lomé port, an airport hub and railway infrastructure. Following the commissioning of the Lomé Container Terminal in late 2014, Lomé port serves as a major trans-shipment hub for a growing number of large container vessels seeking to offload imports for onward carriage across the West African region.

Togo: CEET seeks bids for grid work

Compagnie Energie Electrique du Togo (CEET) invites bids by 13 December for the rehabilitation and reinforcement of substations and medium- and low-voltage networks across the country. The contracted work is to be financed from a $35m International Development Association credit approved by the World Bank in December 2017 to reinforce and expand the electricity network and facilitate private sector investment in power generation.

After winning a tender in 2017 to provide electricity to 300,000 households in Togo over five years, off-grid solar company BBOXX has launched a new distributed energy service company (desco) to handle in-country operations. BBOXX Togo is owned by BBOXX alongside EDF and BBOXX equity partner Beam. BBOXX is already supplying electricity to 26,000 households, having opened around 20 shops employing 100 people.
