The World Bank board is to decide in June on financing for a $70m project to increase access to electricity. The Rwanda Electricity Access Scale-up and SWAp (sector-wide approach) Development Project will help launch a national electricity access programme and to meet the government’s target of tripling access to electricity by 2012 to about 16% of households and at least 50% of identified public institutions in health, education and local administration.

Australia’s Snowy Mountains Engineering Corporation (SMEC) has been subcontracted by India’s Angelique International to provide engineering services for the 27.5MW Nyabarongo hydropower project being developed on Rwanda’s Nyabarongo River (AE 154/9).

Rwanda’s state water and power utility Electrogaz will commission a 20MW heavy fuel oil plant at Jabana at the end of February.

South Africa-based Engen Petroleum has completed the purchase of Total’s downstream operations in Guinea Bissau, Rwanda and Burundi. The agreement, signed on 31 July in Paris and effective from 19 November, sees Engen take over Total’s shareholding in Total Rwanda and in Total Burundi.
