Rwanda has agreed a project with donors to improve the legal and regulatory infrastructure for the energy sector. The project aims to create a clear regulatory environment and help attract private investment into the power sector, with funding from the Investment Climate Facility for Africa (ICF), the Netherlands government and the World Bank
