Benin/Burkina Faso/Niger/Nigeria: Procurement notice for interconnection project

Tendering is expected to begin for a $567.5m project to interconnect the electricity systems of Benin, Burkina Faso, Niger and Nigeria. The African Development Bank, Agence Française de Développement, and the World Bank Group’s International Development Association are funding the project, called the North Core/Dorsale Nord 330kV Regional Power Interconnector Project. There will be four work components.

The first component is worth $500m and consists of the construction of 875km of double-circuit 330kV transmission lines, 9km of 225kV double-circuit lines, 15km of single-circuit 225kV lines; the extension of the Gorou Banda substation in Niger and Malanville substation in Benin and construction of two new 330kV substations in Zabori in Nigera and Ouaga East in Burkina Faso, as well as a new 225kV substation at Ouaga South East in Burkina Faso; the supply of equipment for the synchronisation of the West African Power Pool network; and the upgrading of the existing supervisory control and data acquisition (Scada) systems in Burkina Faso, Benin and Togo for the supervision of five substations: Zabori, Malanville, Gorou Banda, Ouaga East, and Ouaga South East.

The second component is a rural electrification project in Burkina Faso and Niger related to the project which will be implemented by Société Nigérienne d'Electricité (Nigelec) and Société Nationale d'Électricité du Burkina Faso (Sonabel).

The third component has been allocated $60.8m and involves the implementation of environmental and social management plans and resettlement action plans in all countries other than Nigeria; operating the project management unit; and owner’s engineer.

The final component covers building institutional capacity for the regional electricity market and has been allocated $10m. This will involve training covering the institutional, technical, environmental, and commercial aspects of the future electricity market; technical assistance to strengthen institutional capacity for regional power trading; and upgrading training capacity at two regional training centres.
