Can South Africa buck the global trend towards privatisation, independent power projects and the general withdrawal of central governments from everything but regulation in the power sector, which is now apparent across much of the rest of the Southern African Development Community? There are signs that SA will join the trend with municipalities launching the first IPPs and central authorities following at a slower pace, writes Kevin Godier.
