Have no illusions, independent power developers have largely quit the worlds poorest continent and will not be returning any time soon. But return eventually they will to an Africa where regulatory frameworks and business environments will be markedly improved from the situation prevailing during the last independent power boom, write Mark Ford and Jon Marks.
