Oil producers creak under the strain of new quotas

With some analysts predicting $40/b oil this winter, the heat is on for OPEC and non-OPEC producers to pump more crude to meet demand. The pressure will be especially strong on West African producers, who are playing an increasing role in fuelling the US market, but there are limits on their capacity to produce.
