Nigeria’s GTL financing milestone

A N26bn ($220m) financing agreement for the Escravos gas-to-liquids (GTL) project was signed on 21 June between a consortium of Nigerian banks and Nigerian National Petroleum Corporation (NNPC) and its joint venture partner Mobil Producing Nigeria (MPN).

Victoria Oil & Gas (VOG) operating subsidiary Gaz du Cameroun (GDC) has announced agreements with power utility AES-Sonel and with cement manufacturer Dangote, as well as an initial cash-call payment from RSM Production Corporation. GDC and AES-Sonel have agreed to work on a technical and operating plan to progressively replace fuel oil with gas in power generation stations. The plan is for GDC initially to supply temporary units with gas, with a combined capacity of 45MW. This first stage is expected to be on line during Q2 2014, with anticipated gas consumption in the range of 2.6-5.9mcf/d.

The governments of Mauritania and Senegal have agreed on an offshore site about 8km from the coast on the maritime boundary as the location for gas processing and liquefaction facilities for the Tortue development. A statement from Mauritania’s oil, energy and mines ministry said minister Mohamed Salem Ould Bechir and his Senegalese counterpart, Thierno Alassane Sall, had discussed the project by telephone on 9 June.

A high-profile meeting at the Ras Lanuf oil terminal between United Nations Support Mission in Libya (Unsmil) chief Martin Kobler and central region Petroleum Facilities Guard (PFG) commander Ibrahim Al-Jathran on 21 July was intended to herald a breakthrough deal that would result in oil exports restarting imminently. A payoff for Jathran was approved by the UN, the Presidency Council and, after some protest, by National Oil Corporation (NOC). However, both Unsmil and the council appear to have underestimated both the complexity of Libya’s oil industry and the competing interests in its oil crescent.

Rising debts owed by Egyptian General Petroleum Corporation (EGPC) and other post-revolution problems weigh on international oil companies, but IOCs and industry analysts are optimistic about the prospects for further hydrocarbons discoveries in the Nile Delta, Western Desert and other regions, reflected in the latest EGPC licensing round bidding.

State-owned Riaba Fertilizers Limited has awarded the engineering, procurement and construction contract for a new petrochemicals complex to a Chinese consortium led by East China Engineering Science and Technology Company (ECEC). The complex, planned to be built at Riaba, on the south-east coast of Bioko Island, will comprise an ammonia and urea plant with production capacity of 1.5m t/yr. A gas supply agreement for gas from fields east of Bioko Island is in place with the Block O and I operator Noble Energy and its partners Gunvor, Atlas Petroleum International and Glencore. Pre-front end engineering design work has been completed by WorleyParsons.

Libya ‘to build oil pipeline’

Libya Oil Holding (LOH) has announced plans to build and operate a 140km oil pipeline between Muanda on the Atlantic coast and the Congo River port of Matadi. The pipeline will connect Matadi to a floating terminal near Muanda, allowing supertankers to offload their cargo and minimising disruptions in the supply of petroleum products to Kinshasa.

Agreement in Sorfert dispute

After several years of strained relationships between Algeria and its petrochemicals joint venture partners, a deal between Sonatrach and Egypt’s Orascom Construction Industries (OCI) suggests that progress may still be possible. On 27 May, the joint venture partners in the 2m t/yr Sorfert Algérie greenfield nitrogen fertiliser complex, signed an amendment to the shareholders’ agreement which OCI said had agreed “mutually beneficial arrangements, which will allow for the earliest possible start of production and commercial activities of the company”.
