Societe Nationale d’Electricité du Burkina (Sonabel) seeks expressions of interest from consultants by 8 November to oversee the construction of four solar PV plants and related infrastructure. The consultancy is funded by the French Development Agency as part of its contribution to the Yeleen rural electrification project backed by the Green Climate Fund and the African Development Bank. Yeleen, which means “light” in the Bambara language, aims to provide power to 150,000 households, comprising 50,000 connections to mini-grids and 100,000 stand-alone solar kits.

A 50MW grid-connected rental plant installed by Aggreko in the Gounghin district of Ouagadougou started up in mid-May. The cabinet approved the CFA50bn ($85m) project in December to address short-term energy shortages in the country. Visiting the project site on 3 May with Prime Minister Christophe Joseph Marie Dabiré, energy minister Ismael Bechir Ouedraogo said the government also planned a 50MW expansion of the Kossodo thermal plant and 150MW of new capacity at Ouagadougou East.

Société Nationale d’Electricité du Burkina has again extended the deadline for bids for the turnkey construction of two solar photovoltaic (PV) projects totalling 30MW to 20 May. The previous deadlines were 29 April, and 28 February. Bids are sought for the construction of a 20MW plant near Koudougou in Boulkiemdé province in the Centre-Ouest region (lot 1) and a 10MW facility in the city of Kaya, the capital of the province of Sanmatenga in the Centre-Nord region (lot 2), as well as their connection to the national grid.

The board of the African Development Bank (AfDB) on 18 July approved an €18m ($21m) financing package from its African Development Fund soft loans arm to support energy sector reform in Burkina Faso. The package will provide budget support to help the government put in place legal and regulatory structures that encourage investment into the sector.

The General Secretariat of the West African Power Pool (WAPP) is seeking an engineering consultancy to manage and supervise the construction of the 330kV Nigeria-Niger-Benin/Togo-Burkina Faso North Core project, as well as a project director to act as head of the Implementation Management Unit (IMU). Expressions of interest for the consultancy are invited by 10 April, while applications for the project director job are due by 2 May.

Finland’s Wärtsilä Corporation on 20 March announced the completion of a 15MWp solar photovoltaic (PV) plant at the Iamgold Essakane mine in north-east Burkina Faso. The inauguration on 16 March was overseen by President Roch Marc Christian Kaboré.Comprising nearly 130,000 solar PV panels, the plant will add to an existing 55MW heavy fuel oil plant to create what the developers describe as the largest hybrid PV-diesel plant in the world, and one of the largest solar facilities in sub-Saharan Africa.

The government is planning to introduce a hydrocarbons bill to give oil and gas exploration and production (E&P) its own legislative framework and kick-start investment in the undeveloped sector. The resources sector is legislated by the 2015 Mining Code – more than three-quarters of whose articles have yet to be brought into effect via the approval of implementing degrees – but that law specifically states that water, liquid hydrocarbons and gas are excluded. E&P is thus without any legislative framework.

Société Nationale d’Electricité du Burkina (Sonabel) invites bids by 4 April for the 50MW expansion of the Kossodo thermal plant, located outside Ouagadougou. The utility seeks contractors to design, equip, install, test and commission an additional plant of 50MW comprising at least three diesel units firing on heavy fuel oil, with the option of converting to combined-cycle operation with a steam turbine of 3-5MW.

Burkina Faso: Solar plants planned

The Ministry of Energy has announced plans to build eight solar photovoltaic power plants in seven regions of the country totalling 100MW of new capacity. The plans, presented to a cabinet meeting on 24 January, aim to increase electricity supply in the Central (10MW and 20MW), Sahel (15MW), East (10MW), Boucle du Mouhoun (15MW), Hauts-Bassins (10MW), North (10MW) and Cascades (10MW) regions. The projects will require sites ranging in size from 20 to 60 hectares, and the cabinet has agreed to take steps to secure the land.

Burkina Faso: ONEA seeks PV contractor

Water supply and sanitation agency Office National de l’Eau et de l’Assainissement (ONEA) invites bids by 30 November for the supply and installation of solar photovoltaic plants at its facilities in the north and centre-north of the country. The tender notice covers a firm order for five plants of an unspecified capacity at the Station SP2 in Ziga, as well as its sites in Ouahigouya, Boulsa, Bogandé and Gourcy, and optional orders for systems at Léguema and at ONEA’s headquarters in Ouagadougou.
