Société Nationale des Hydrocarbures (SNH) has given New Age (African Global Energy) Ltd formal approval to apply for a new exploitation agreement for the Etinde licence. This would replace the existing Etinde exploitation agreement (EEA) which came into force by presidential decree in January 2015 and had been due to expire. Partner Bowleven said the new agreement, reached following talks with SNH, “would be for the production of hydrocarbons including the delivery of gas to thermal power plants or any other projects confirmed by the state”.

Cameroon: New Sanaga platform

Perenco has taken delivery of a new platform for the Sanaga Sud gas field. Société Nationale des Hydrocarbures said the Sanaga 2 platform, which incorporates gas compression equipment for the development of the field, had arrived offshore Cameroon in June 2020 from the Netherlands and was undergoing commissioning testing.

Victoria Oil & Gas (VOG) has terminated a gas supply agreement to Eneo after the utility racked up $16m of debt to the Logbaba joint venture. VOG, which supplies gas to customers in the Douala area via a 50km pipeline network from its Logbaba site, said its Gaz du Cameroun (GDC) subsidiary had supplied gas to Eneo’s 30MW power plant in Douala since 2015, despite the utility’s poor payment record. Eneo, which is 51% owned by Actis, with the government owning 44% and its employees the other 5%, faces chronic payments problems as the government, its biggest client, does not pay its bills.

Cameroon’s Rural Electrification Agency invites bids by 28 July for the construction of a 1.6MW run-of-river power station in the commune of Batié, in the Hauts-Plateaux department in the Western Region. The international competitive tender, which covers all works from implementation studies to the commissioning of the hydropower project, is divided into two lots: implementation of civil engineering works; and supply, installation and commissioning of hydro-electro-mechanical equipment and a control system.

President Paul Biya has signed two decrees enabling the minister of economy, planning and regional development to sign two financing agreements with the African Development Bank (AfDB) totalling CFA147.85bn ($24m) to finance the interconnection of power networks in Cameroon and Chad. The financing consists of CFA142.93bn from the AfDB and CFA4.92bn from the African Development Fund, the bank’s concessional financing window.

Cameroon: Tower finds Thali partner

AIM-listed Tower Resources has identified a farm-out partner for the Thali Block in the Rio del Rey Basin, where a well is planned for June. Tower said on 2 March that it had executed binding heads of terms for Australia’s OilLR Pty Ltd to take a 24.5% working interest. The farm-out covers $7.5m towards the Njom-3 well, which is expected to cost $15m-$16m, of which some $3m has been spent.

Cameroon: New VOG CEO, FEED contract

Victoria Oil & Gas (VOG) has named Roy Kelly as its new chief executive, with effect from 23 March. Kelly was previously partner, head of technical, at private equity fund Kerogen Capital. Once Kelly starts work, Ahmet Dik will step down as chief executive and from the board of directors, but will continue to work with the company for a 12-month transition period. After the annual general meeting, expected to be held in June, Roger Kennedy will move from his role as executive chairman to a non-executive chairman role.

Cameroon: Tower hopes to drill in June

AIM-listed Tower Resources is aiming to drill the Njom-3 well on the shallow-water Thali licence in the Rio del Rey Basin in June, while also pursuing farm-out talks. The company, which in January won a one-year extension of the licence (formerly known as Dissoni) to September 2020, said long-lead items for the well were already at its base in Douala. “Some testing equipment will still need to be mobilised prior to spudding the well, along with personnel, and so this intended date is still subject to change,” Tower said.

Cameroon: VOG signs LoI for Etinde gas

Victoria Oil & Gas (VOG) has signed a letter of intent with operator New Age (African Global Energy) to buy gas from the long-stranded Etinde field. The project would involve building 60km of new pipeline from Limbe to Douala, opening up opportunities for gas supply along the route. Under the terms of the agreement, VOG and New Age will seek to conclude a 20-year gas supply agreement (GSA) to supply 25-30mcf/d of processed gas to VOG subsidiary Gaz du Cameroun (GDC) at Limbe.

The UK government-funded Renewable Energy Performance Platform (REPP) led the round alongside French family office Colam Impact. Existing investors also participated, including off-grid-specialised private equity company Persistent, French impact investor Gaia Impact Fund and venture capital company Inco. Crowd-funded equity was also raised through LITA.co.
