French telecoms provider Orange has announced a programme to provide solar power paid for by its mobile money scheme, which will pilot in three West African countries from November. Orange said the programme aimed to help individual customers or communities generate electricity where no traditional electricity grids are available. The project will be piloted in Côte d’Ivoire, Senegal and Cameroon from November 2016. Orange is providing solar kits or microgrids to rural communities to generate electricity.

Togo is embarking on a country-wide solar rural electrification programme to bring power to 293 towns and villages in the country’s five regions. Known in French as Programme de Valorisation de l’Energie Solaire, or Proves, the scheme envisages the installation of solar photovoltaic systems to electrify 293 towns and villages in the Savanes, Kara, Centrale, Plateaux and Maritime regions.

Liberia: Tenders for T&D and mini-grid

Tenders have been issued for three projects following approval of donor financing for schemes to improve power supply in Monrovia and in Lofa County. The Ministry of Finance and Development Planning is seeking bids for the Monrovia Consolidation of Electricity Transmission and Distribution project, funded by the EuropeAid Cooperation Office. This is composed of three lots. Lot one is a three-year technical assistance programme for the Ministry of Lands, Mines and Energy’s Bureau of Electricity and Renewable Energy.

Finland’s Nocart has signed contracts worth €12.9m ($14.6m) to supply two off-grid power plants in Malawi and one in Nigeria. In Malawi, the company will provide a 2MW solar-diesel hybrid plant with 1MWh energy storage and a 4MW solar-diesel hybrid with 2MWh storage. The Nigerian plant will be a 1MW hybrid using solar power and sawdust. Nocart uses a software-controlled power management unit that manages generation from multiple sources and technologies to provide a stable power supply.

German solar photovoltaic (PV) mounting system manufacturer Renusol has signed an agreement to supply its equipment to South African wholesaler Lumax Energy. “The solar market in South Africa is continuously growing,” said Lumax business development manager Frans-Willem Vermaak. “On top of the estimated 100MW of rooftop and agricultural photovoltaic output that has already been installed in the country, the Council for Scientific and Industrial Research predicts a significant rise in new installations in the future – 500MW per year is possible – if the government provides even greater support for solar power generation, for example by enhancing regulation, introducing tax incentives or a feed-in tariff in all provinces.

Rwanda: $840,000 grant for mini-grids

The African Development Bank (AfDB)-administered Sustainable Energy Fund for Africa has approved an $840,000 grant to support the introduction of renewable energy mini-grids. The project will be implemented by state utility Rwanda Energy Group and includes feasibility studies for 20 small hydropower sites along with a plan to encourage local private sector developers. “Given the low 5% rural access rate to electricity in Rwanda, combined with gradual population growth and significant untapped renewable energy potential, green mini-grids can provide robust and cost-effective energy access solutions,” said AfDB manager for environment and climate change Kurt Lonsway.

Italy’s Enel Green Power has partnered with First Solar-backed Powerhive to develop 100 mini-grids in Kenya with a combined capacity of 1MW. The Cloverfield project represents an investment of $12m, 93% of which will be provided by Enel and 7% by Powerhive. The portfolio has been developed by Powerhive in Kisii and Nyamira counties in western Kenya. Powerhive uses mobile phone technology to allow customers to prepay for power.

The Mozambican government has issued a general procurement notice for a project to support reforms to its renewable energy policy and regulatory framework. The government has received a grant from the Sustainable Energy Fund for Africa, which is managed by the African Development Bank. The project seeks to put in place a feed-in tariff regime and a mini-grid policy and regulatory framework. Work to be tendered includes the production of standard power purchase agreements for renewable energy projects smaller than 5MW and medium-sized projects of 10MW; guidelines for connection to the distribution network of small renewables projects; and guidelines for renewables investors.

Tanzania: Mini-grid model

Jumeme Rural Power Supply Ltd has attracted considerable interest for its independent solar photovoltaic (PV) hybrid mini-grid project in rural Tanzania. Although its first mini-grids are only being rolled out this month – with a view to installing 28 by end-2017 – Jumeme has already been awarded the Sustainable Energy Fund for Africa’s ‘Power Transaction of the Year’ award for East Africa. Jumeme – owned by German developer Inensus, Austria’s Terra Project and Tanzania’s St Augustine University – has mobilised E9.7m in private equity and grants, and E6.7m of long-term debt to cover its initial E16.4m capital expenditure.

The UN Conference on Climate Change (COP21), expected to run until 11 December, will officially involve 196 parties in its heavily secured Paris-Le Bourget site. While leaders, presided over by French President François Hollande and foreign minister Laurent Fabius, leave their officials to negotiate a global agreement to restrict carbon emissions, COP21 will also see a welter of new initiatives to promote renewable generation, energy access and improved efficiency in sub-Saharan Africa. Distributed, off-grid projects will play a significant role, as donors have come to recognise that insolvent national utilities are incapable of providing access to rural and peri-urban populations for decades to come.

The second Sustainable Energy for All forum (SE4All) in New York on 18-21 May heard that rapid global population growth threatens to outstrip increases in energy access and will require much more investment if ambitious plans to provide clean, affordable and reliable energy to all by 2030 are to be met. A reassessment by SE4All has determined that $1-2trn/yr is needed to meet the initiative’s 2030 access targets, up from an original estimate of $400bn/yr, according to World Bank Global Practice on Energy and Extractive Industries senior director Anita Marangoly George.

Solar Light for All is an initiative set up by the Austria-based Energy Globe Foundation, a non-profit organisation founded by Wolfgang Neumann.

The African Development Bank (AfDB) has announced that bidding documents should be available by end-March for work supported by a $420,000 Sustainable Energy Fund for Africa grant for Jumeme Rural Power Supply, which plans to develop off-grid solar hybrid systems in at least 16 villages in north-western Tanzania. Jumeme is a joint venture between Germany’s Inensus, Austria’s TerraProjects and St Augustine University in Mwanza.

Togo: Rural electrification tender

Compagnie Energie Electrique du Togo plans to seek bids for the electrification of 69 rural communities. The project has received $11m of funding from the Islamic Development Bank, and only companies from member countries are eligible to bid. The contract will involve the engineering, supply and installation of electrical equipment, and the supervision of works. Lot 1, for a power network in the Kara and Savane regions, comprises construction of 251km of 20-33kV lines and 67km of low-tension lines and street lighting, as well as posts, connection equipment and prepayment meters.
