AfDB Inga study launched

AfDB debars Chint Electric

The African Development Bank (AfDB) announced on 7 May that Chinese equipment manufacturer and engineering, procurement and construction contractor Chint Electric has been blacklisted for 36 months. During the period, Chint will be unable to bid, subcontract or provide services under any contract in which the AfDB is participating as a financier. The settlement reached with Chint will see the AfDB monitor progress in strengthening the company’s corporate compliance. The debarment period could be reduced to 24 months if conditions are met early.

Speculation surrounding international oil companies (IOCs) focuses on further consolidation following Royal Dutch Shell’s takeover of BG, and the implementation of scaled-back exploration and development programmes. According to ExxonMobil chief executive Rex Tillerson, the industry needs to “settle in” for lower prices “for at least a couple of years”. However, there are signs of firming in the oil price that suggest internal forecasts by Saudi decision-makers that Brent could end 2015 in a $65-75/bbl price band could prove closer to the mark than seemed possible as in January, when the marker crude hit record lows.

The 600MW Kelvin power plant in Johannesburg has been put up for sale by its owners, South Africa’s Nedbank Capital and Invest Bank, who took control of the facility in 2013 after the previous owning consortium – which included Aldwych International, FMO, Macquarie Group and Old Mutual Investment Group – encountered problems operating the plant that could not be resolved by an attempted debt restructuring. Expressions of interest must be submitted by 16 January with non-binding offers due by 16 February. Binding offers will be submitted by 2 April with notification of preferred bidder on 13 April and completion of the transaction by 30 May.

Zimbabwe Power Company (ZPC) acting managing director Joshua Chirikutsi has expressed concern over progress at a 100MW solar PV project near Gwanda. The utility made a controversial $5.6m early payment earlier this year for the project, which is being developed by Intratrek Zimbabwe and China’s Chint Electric. Local media report that Chirikutsi told the Parliamentary Portfolio Committee on Mines and Energy that, “so far from the works done [Intratrek managing director Wicknell Chivayo] cannot account for $1.8m. We are really worried”.

Nigeria’s power sector is a step closer to being transferred into private hands as 13 of the preferred bidders for the Power Holding Company of Nigeria (PHCN) successor distribution and generation companies have now paid the outstanding 75% of the purchase price. This allows the process to move into the next phase, known as the Transitional Energy Market. However, the preferred bidder for Enugu distribution company, Interstate Electrics, a consortium which includes Chief Emeka Offor’s Chrome Consortium Energy and the Metropolitan Electricity Authority of Thailand, failed to meet the 21 August payment deadline, while the preferred bidder for the Shiroro power plant, North-South Power Company, was able to pay only $40m of the $100m outstanding by 21 August, but paid the remaining $60m on 28 August, closing the deal.

Mali: Renewable energy pilot plants

The Direction National de l’Energie (DNE) has announced that notices for expressions of interest will be available this month and bidding documents in January for a series of project preparation contracts relating to the Scaling Up Renewable Energy in Low-Income Countries Programme (SREP). SREP aims to demonstrate the viability of low-carbon technologies in low-income countries, with investment plans directed by host governments. The contracts are being funded by a $2.2m grant from the African Development Bank (AfDB) via the Climate Investment Funds.
