Jorf Lasfar Electricity Company (Jlec), owned by Abu Dhabi National Energy Company (Taqa), has reported a higher than initial estimated profit for 2013 – at MD415m ($50.7m) – on the back of MD4.9bn revenues. Income was down 16% on the year, but this was offset by a fall in the price of coal. Jlec, which listed on the Casablanca Bourse in December, announced a MD106.6/share dividend – equivalent to 24% of the initial public offering share price (AE 268/8).

Keen to get back to exploration after a period of cost-cutting, Tullow Oil plans to acquire 3D seismic in June 2017 over the C3 and C10 blocks, where it has identified low-cost, high-impact prospects from existing seismic. “Just to sharpen up the image of some of them we’ll be acquiring some seismic this year for a drilling campaign in 2018-19,” exploration director Angus McCoss told a conference call to discuss the company’s 2016 results. “We are very purposefully not looking for deep-water gas, we are looking for oil, near the shelf edge.”

Guinea-Bissau: BOAD funds solar schemes

The West African Development Bank (BOAD) has approved a loan of CFA25bn ($45m) for a 20MWp solar photovoltaic power plant at Bissau and two 1MWp PV plants at Gabu and Canchungo. The bank said the plants would provide energy for some 500,000 people and prevent 24,100 tonnes of greenhouse gas emissions.

Pan Andean Resources and the government have reached agreement in a dispute which began in March after Parliament ratified the award to Houston-headquartered, Nigerian-owned Camac Energy of the Expanded Shallow Water Tano (ESWT) Block. Some of ESWT’s acreage was already licensed to the Irish-led Pan Andean. Investors welcomed the deal, but observers said parliamentary ratification could take some time, while local civil society activists complain that the events reflect cronyist political practices that still prevail in Ghana. Part of the ESWT Block overlapped acreage in the Tano 2A (T2A) permit, awarded in 2008 to Pan Andean, a venture 60% owned by Dublin-based Clontarf Energy, 30% by Petrel Resources and 10% by local partners.

BP expands into West Africa

BP on 19 December announced a $916m farm-in agreement with Kosmos Energy to develop the Tortue gas project offshore Mauritania and Senegal. BP will take over the operatorship and a 62% working interest in Kosmos’ licences covering blocks C6, C8, C12 and C13 offshore Mauritania, as well as an effective 32.49% working interest in the licences covering the Saint Louis Offshore Profond and Cayar Offshore Profond blocks offshore Senegal. Kosmos will maintain 28% and 32.51% in the licences offshore Mauritania and Senegal respectively, and will continue as exploration operator.

Italian solar company Enerray has announced plans to develop a 30MW photovoltaic (PV) project at a site close to the Garoua International Airport. The project will be developed through EB Solaire, a partnership with a local company, with Enerray to act as the engineering, procurement and construction contractor. Initial permits for the greenfield project have been secured, and the Cameroon authorities have approved the 70-hectare site identified by the company for the PV array. Enerray is owned by Gruppo Maccaferri through the holding company Seci Holding.

The Ministry of Infrastructure on 22 June signed a memorandum of understanding with Russian state nuclear power company Rosatom setting out the legal basis for cooperation in nuclear energy. According to Rosatom, the document will allow cooperation in a wide range of areas, including the development of nuclear infrastructure in Rwanda and awareness campaigns. Joint working groups will identify specific projects. Preparation of a framework intergovernmental agreement between the two countries is expected to be the next step, Rosatom said.

Namibia: Solar power for Otjikoto mine

B2Gold Corporation has given Caterpillar and Barloworld a contract to supply 7MW of solar power at the Otjikoto mine, 70km north of Otjiwarongo in the Otjozondjupa region. Cat photovoltaic solar modules will be used to reduce reliance on a heavy fuel oil plant used to power the mining facility. Barloworld is supplying engineering, procurement and construction services for the project. Installation of the system is under way, with completion of the project expected in early 2018.

Tunisia: Numhyd plans to drill

Tunisian-Algerian joint venture Numhyd has given Romania’s Grup Servicii Petroliere (GSP) a drilling contract for up to two offshore wells, one firm and one contingent. Drilling operations will be carried out with GSP Jupiter, a cantilever-type mobile offshore drilling unit, which is under preparation for the contract in Limassol, Cyprus. Numhyd was established in 2003 by Entreprise Tunisienne d’Activités Pétrolières and Sonatrach who each own 50%. The venture carries out exploration and production of oil and gas in Tunisia and Algeria.
