The Ministry of Industry, Energy and Small Business has prequalified 19 bidders to participate in the first round of its large wind and solar build-own-operate tenders. The bidders include a mix of established partnerships with a record of achievement in the region and a large number of market entrants with substantial experience of project development in other countries. As several of the candidates are consortia with up to three members, a total of 32 companies are involved.

State oil company Entreprise Tunisienne des Activités Pétrolières (Etap) is still without a chairman, following Prime Minister Youssef Chahed’s dismissal of Moncef Mattoussi on 31 August. Energy minister Khaled Gaddour, director-general of hydrocarbons at the ministry Hédi Hrichi and the officials responsible for mining and legal affairs were also dismissed. The decree removing them returned responsibility for the sector – including hydrocarbons, electric power and renewables – to the Ministry of Industry and Small Business, where it used to sit before a stand-alone energy ministry was created in 2016.

OMV’s sale of a group of on and offshore fields in the Gulf of Gabès to a subsidiary of the London-based but Oslo-listed Panoro Energy further concentrates its focus on operations in southern Tunisia surrounding the Nawara project, which is due to start production in June 2019 – three years later than originally planned. Panoro Tunisia Production (PTP) has agreed to buy OMV Tunisia Upstream GmbH for $65m in cash. OMV holds a 49% interest in five oil producing concessions with net 2P reserves of 8.1m barrels, and net production of approximately 2,000 b/d from 14 wells.

Development of renewable energy in Tunisia has got off to a slow start, but the resolution of a handful of vital differences between the authorities and international lenders by the end of this year could allow important programmes to accelerate during 2019. The Ministry of Industry has published clarifications to the solar photovoltaic (PV) second round and wind first round tender processes postponing the deadline for submissions for a second time. Originally scheduled for mid-August, the deadline was first pushed back to October and now to 18 December.

LONGi Solar, a Chinese manufacturer of monocrystalline solar cells and modules, has signed a cooperation agreement with the Tunisian project developer Shams Technology to develop solar photovoltaic (PV) projects in African markets where Shams has an active partner network. The first joint project will be a 10MW scheme at Kasserine in west-central Tunisia, according to a statement issued on 18 September.

The deadline for bids in the 70MW second round of Tunisia’s solar procurement programme and 130MW updated first round of its wind procurement programme has been extended from 15 August to 18 October. The Ministry of Energy, Mines and Renewable Energy announced on 30 May that 70MW of solar capacity would be tendered through the second round of its solar programme. A total of 60MW was allocated to projects up to 10MW in the tender, with 10MW allocated to projects up to 1MW.

Société Tunisienne de l’Electricité et du Gaz (Steg) and Italy’s Ansaldo Energia on 17 July launched the construction of the 625MW Mornaguia open-cycle gas turbine power plant south-west of Tunis. The construction contract was signed by the two companies in April.

Tunisia: DNO, Petrofac sell up

London-based Panoro Energy signed a sale and purchase agreement on 28 June for the acquisition of DNO Tunisia from Norway’s DNO ASA, while Petrofac announced the sale of its 45% interest in the Chergui licence to Perenco. Panoro will acquire an 87.5% interest and the operatorship of the Sfax Offshore Exploration Permit and Ras El Besh Concession, and a 46% stake in the Hammamet Offshore Exploration Permit operated by Medco. No cash will change hands up front; Oslo-listed Panoro concurrently raised $8.3m via a private share placement.

The Ministry of Agriculture, Water Resources and Fisheries has invited bids by 7 August for the rehabilitation of the Bou Heurtma dam at the confluence of the El Lil and Ghezala rivers near the town of Bou Salem in northern Tunisia. The tender has been split into two lots comprising civil works for the raising of the spillway and the rehabilitation of the dam and auxiliary works (Lot 1), and the supply and installation of hydro-mechanical and electrical equipment (Lot 2).

Tunisia: Tender for 500MW of solar

The Ministry of Energy, Mines and Renewable Energy is seeking prequalification bids from developers for five solar photovoltaic (PV) projects totalling 500MW. The plants will be developed on a build-own-operate concession basis. According to the prequalification notice published on 11 May, the five projects are: Project A of about 50MWp in Tozeur governorate; Project B of about 50MWp in Sidi Bouzid; Project C of about 100MWp in Kairouan; Project D of about 100MWp in Gafsa; Project E of about 200MWp at Borj Bourguiba in Tataouine governorate.

Italy’s Ansaldo Energia announced on 27 April that it has signed an engineering, procurement and construction contract worth €240m ($282m) with Société Tunisienne de l’Electricité et du Gaz for a 625MW combined-cycle gas project in Mornaguia. The contract includes a long-term service agreement. The plant will use two AE94.3A gas turbines. Construction is expected to take 22 months from receipt of notice to proceed.

Minister of energy, mines and renewable energies Khaled Kaddour gave his initial approval to ten solar photovoltaic generation projects on 30 April. They comprise the first phase of a tender-led renewables procurement programme launched by his predecessor Hela Cheikhrouhou in June 2017.

Tunisia: Steg to expand HV grid

Société Tunisienne d’Electricité et du Gaz (Steg) is to invite bids for the development of its high- and medium-voltage electricity grid. The contracted works are to be financed by the Islamic Development Bank to meet the growing demand of Steg’s industrial and business customer base. According to the general procurement notice, Steg will launch two separate international tenders.

The 69 local and international participants in Tunisia’s first tender for solar independent power projects will learn which bids have been successful by year-end. Minister of energy, mines and renewable energy Khaled Kaddour, who was appointed in September to replace Hela Cheikhrouhou, told delegates at the BGS Solar Summit in Tunis on 20 November that the results would be announced in one month, describing it as “a first experience for Tunisia following the introduction of the new regulatory framework governing this area”.

Société Tunisienne d’Electricité et du Gaz (Steg) has launched an international tender for the engineering, procurement and construction of a second 10MWp solar photovoltaic (PV) park at Tozeur in the south-west of the country. Bids are invited by 20 December for the design, supply, installation, testing and commissioning of the Tozeur II plant, as well as its connection to the 150/33-kV Tozeur substation.
