Morocco: Sound funding

Sound Energy has received a proposal from Advisory & Finance Group Investment Bank (AFG), which is fund manager to Sound’s Morocco partner OGIF, to fund a pipeline linking Tendrara to the Gazoduc Maghreb Europe (GME) pipeline. The indicative, non-binding commercial proposal is for the provision of funding to cover the construction cost of the Tendrara Gas Export Pipeline (TGEP) of between $60m (the estimated cost of a 12-inch pipeline) and $100m (for a 20-inch pipeline).

The Moroccan Agency for Sustainable Energy (Masen) invites bids by 14 September from consultants to provide advisory services on the challenges posed by the expansion of its operations from the development of solar energy to all forms of renewables including wind and hydropower.Masen’s new responsibilities, set out in a law passed in August 2016, will cover the development, financing and management of all renewable energy projects in the country and involvement from assessment of potential resources to their development, capacity building, industrialisation of the sector, research and development and advisory services.

The Moroccan Agency for Sustainable Energy (Masen) has secured financing for its innovative Noor Midelt project to generate electricity from a concentrated solar power (CSP) and photovoltaic (PV) hybrid plant. A $25m loan from the Climate Investment Funds’ (CIF) Clean Technology Fund has been approved for the Noor Midelt Phase I CSP project, which is also supported by the African Development Bank (AfDB) and World Bank. The project will generate a total of 600MW-800MW.

Sound Energy upbeat on Morocco

Sound Energy has announced a successful re-entry and test of the Koba-1 well on the Sidi Moktar licence. The well was drilled by Longreach Oil and Gas in 2013 but not tested. Sound said on 5 July it had successfully re-entered, completed, perforated and flared gas at surface from the Argovian reservoir, where a five-metre interval was perforated at a depth of 1,406 metres. Sound has now temporarily suspended the well in preparation for a rigless extended well test, then hopes to move rapidly to production.

Once the right economics and policies are put in place, the pace of advance made by the most successful renewable energy types, including wind power and solar photovoltaic (PV), can be exceptionally fast. Extrapolations of continent-wide trends by the new African Energy Live data (Live data) suggest that sustainable technologies can replace polluting (and, increasingly, often costlier) thermal solutions which include the diesel, heavy fuel oil and charcoal that hundreds of millions in sub-Saharan Africa have come to depend on.

Morocco: SDX selects rig supplier

SDX Energy has selected Aberdeen-based Exceed to provide a rig for a planned programme of two exploration wells and five development wells starting in September on the Sebou and Lalla Mimouna permits. SDX said Exceed had previously drilled in Morocco and was very familiar with the area. SDX has secured all the long-lead items for the drilling campaign from an operator that was leaving the country.

France’s Proparco and the International Finance Corporation (IFC) are investing €35m ($38m) and €100m respectively in the first green bond issuance by Banque Centrale Populaire (BCP) to promote sustainable, environment friendly projects in the kingdom. This is Morocco’s first green bond issuance in foreign currency, and IFC and Proparco’s first green bond investment in the region.The ten-year maturity bond will be used to provide long-term funding for BCP to refinance investments in renewable energy projects.

Morocco: New permit for SDX Energy

AIM-listed SDX Energy has been awarded the Gharb Centre permit, adjacent to its existing Sebou and Lalla Mimouna licences. The work programme commitment for the 1,362km2 area includes acquisition of 200km2 of 3D seismic and drilling of two wells within the first four years.“Given the amount of 2D and 3D seismic acquisition that has been undertaken in the past, we believe there is clear potential for material upside in this concession that can be easily tied into our existing infrastructure.”

Genel faces shareholder tensions

Founders Tony Hayward and Nat Rothschild have quit the board of Genel Energy, while the head of the company’s second biggest shareholder was voted off at the annual general meeting (AGM) on 6 June. Tolga Bilgin joined the board in March this year after his Bilgin Enerji company increased its stake in Genel to just over 15%. Hayward had announced his departure in April, while Rothschild’s resignation was announced the day before the AGM.

Following concerns that political indecision and potentially competing projects might significantly delay Morocco’s estimated $4.6bn integrated liquefied natural gas (LNG) and gas-to-power (GTP) scheme, further advisory contracts will be signed soon and key decisions are expected by year-end, Energy, Mines and Sustainable Development Ministry secretary-general and deputy minister Abderrahim El-Hafidi said on 7 June.

The Western Sahara government in exile achieved a diplomatic success in early May when a cargo of phosphate rock destined for New Zealand was intercepted and detained in South Africa. Polisario claimed Moroccan parastatal Office Cherifien des Phosphates (OCP) had produced the phosphate from its mines in the disputed territory. OCP at first tried to suppress the news in Morocco, where the territory is viewed as part of the kingdom.

State power and water utility Office National de l’Electricité et de l’Eau Potable (ONEE) will launch tenders this year for technical studies for the construction of two new 300MW pumped storage facilities, El Menzel II, located on the upper Sebou River, and Ifahsa, in the north of the country. The daily Le Matin reported that El Menzel II would be developed at a site 35km from Sefrou, while Ifahsa would be located on the right bank of the Oued Laou River, about 14km from the town of Chefchaouen.

SDX Energy has won an extension of the Lalla Mimouna Nord and Sud permits in the Rharb Basin to March 2018, with two exploration wells planned for H2 2017. At Sebou, various extensions for four producing concessions and for the Sebou exploration permit have been granted over the next eight years, with five wells planned this year that are close to pipeline infrastructure and can be put on production quickly if successful.

AIM-listed Sound Energy has signed binding heads of terms with Schlumberger that will expand the companies’ relationship into Meridja and the Tendrara relinquished areas while covering the cost of Sound’s forthcoming eastern Morocco geophysical survey programme.The existing field management agreement between the two companies will be extended to include Meridja and the Tendrara relinquished areas, which Sound agreed earlier this year to acquire from Morocco’s Oil & Gas Investment Fund (OGIF). Schlumberger will be granted a 27.5% working interest in both areas.
