Australian gold miner Resolute Mining has signed a joint development agreement with South Africa’s Ignite Energy Projects for a 40MW solar hybrid power plant at the Syama gold mine. The plant, which will combine solar photovoltaic (PV), battery and heavy fuel oil (HFO) technologies, will be built and financed as an independent power producer (IPP). Resolute said it would be the world’s largest off-grid, fully integrated hybrid power plant for a stand-alone mining operation when it enters full operation by the end of 2020.

Mali’s first fully fledged independent power project has begun operating at Kayes, in Hawa-Dembaya district in the west of the country. The 90MW Albatros Energy Mali heavy fuel oil (HFO) plant will play an important role in grid stability and the integration of renewables into the system.Although representing only around 20% of current installed capacity, the plant will add around 25% to baseload generation due to the age and unreliability of the rest of Mali’s generation fleet.

Mali: Bids invited for Taoussa dam

The Taoussa Development Authority on behalf of the Ministry of Energy and Water invites bids by 17 January for the construction of the Taoussa dam and an associated 25MW hydropower plant on the Niger River in north-eastern Mali. The multipurpose project, which is to be financed by the Arab Bank for Economic Development in Africa, the Ecowas Bank for Investment and Development, the Islamic Development Bank, the Abu Dhabi Fund for Development, the Kuwait Fund for Arab Economic Development, the Opec Fund and the Saudi Development Fund, aims to promote agriculture, livestock farming and fishing.

Energie du Mali (EDM) has issued a general procurement notice for the construction of the Djenné and Talo mini-hydropower plants on the Bani River, the principal tributary of the Niger River in Mali, as well as for institutional support and project management services. Tenders are expected to be launched in October. EDM has also invited expressions of interest by 30 April from consultants to manage and oversee the construction of the Talo project and its associated distribution grid.

Société de Gestion de l’Energie de Manantali (Sogem) is seeking bids for the construction of the 225kV Kayes-Tambacounda double-circuit transmission line. The work will be financed from the World Bank’s transmission expansion project for the Senegal River Basin Development Authority (OMVS). The scope of work includes construction of a 288km transmission line between the Tambacounda substation in Senegal and the Kayes substation in Mali, and the expansion of the two substations. The World Bank estimates the project cost at $83.6m. Bids are due by 16 April.

The Foundation Rural Energy Services (FRES) invites bids by 7 March for the supply, installation and commissioning of a 75kWp solar photovoltaic plant in the village of Diaramana in the Ségou region of south-central Mali. The project, to be financed through the European Commission’s ACP-EU Energy Facility 10th European Development Fund, requires the solar plant’s integration with a generator, which is to be supplied separately and connected to a mini-grid in the village.

The Emerging Africa Infrastructure Fund (EAIF) and French green energy developer Akuo Energy on 29 January announced the signing of financing for the Akuo Kita solar power plant, to be built at Kita in southern Mali. It will be the first photovoltaic power station in Mali owned and run by a private sector independent power producer. Two other Private Infrastructure Development Group (PIDG) companies, GuarantCo and Green Africa Power (GAP), contributed to the project financing.

Energie du Mali (EDM) has invited expressions of interest by 21 November from consultants to assist with the construction of a 100MW heavy fuel oil-fired thermal power plant in Bamako’s Sirako district. The consultancy services will include the review of tender documents, the evaluation of offers, the finalisation of the engineering, procurement and construction contract and the supervision of the construction of the power plant (civil works and installation of electro-mechanical equipment) as well as its grid connection including a 150kV substation, 30kV lines and remote control system.

Mali: Kayes thermal plant

Albatros Energy Mali has secured financing for a planned 90MW thermal power plant at Kayes in western Mali, which will be the country’s first grid-connected independent power project. African Infrastructure Investment Managers (AIIM) has acquired a 44% stake in the project company through its AIIF3 fund. Construction is scheduled to begin in July and is expected to take 16 months, increasing Mali’s installed generation capacity by around 25% from 352MW now.

Rural electrification agency Agence Malienne pour le Développement de l’Energie Domestique et l’Electrification Rurale (Amader) seeks bids by 24 July for the supply, installation and commissioning of solar photovoltaic-diesel hybrid systems and associated low-voltage networks in ten villages. The tender has been split into three lots: lot 1 for Zantiebougou, Finkolo-Ganadougou and Tabacoro; lot 2 for Bladié, Massigui and Bancoumana; and lot 3 for Manankoro, Sikorole, Bougoula and Kébila.

Five bidders are competing for the rehabilitation of the 44MW Sélingué hydropower station on the Sankarani River, a tributary of the Niger River and of the 5.2MW Sotuba dam on the Niger River itself. The work is being financed by a CFA25bn ($40.6m) loan from the West African Development Bank.
