Somalia launched an offshore licensing round on 7 February, offering 15 blocks in the Indian Ocean off the coast of Galmudug, Hirshabelle, South West and Jubaland states. Its promoters hope that similar geological structures to those harbouring gas offshore Mozambique, Tanzania and Kenya are oil-bearing offshore Somalia. The event, which was live-streamed by Somali TV, aimed to underline to Somalis back home and in the diaspora the government’s commitment to transparency in exploring its oil and gas potential.

Bramlin wins gas sales accords

Guernsey-registered Bramlin Ltd has announced that its Rodeo Development subsidiary, which operates the Logbaba gas field near Douala, has executed three agreements to sell gas to industrial customers in the Douala area.

New EU transparency rules

The European Union on 9 April reached a deal on a law that will require energy, mining and logging companies – public as well as private firms over a certain size – to declare payments over €100,000 ($130,000) made to governments. The rules will be incorporated in the EU’s Transparency and Accounting Directives. The law now requires a final vote in front of parliament, seen as a formality, anticipated in June.

The Algerian authorities have continued to sign new deals in the upstream and downstream sectors while advancing their more controversial agenda of exploiting shale resources despite public opposition. Preparations are building for a policy announcement in December which could open the way to further developments next year. On 7 October, Sonatrach, Total and Repsol completed their agreements to jointly develop the Erg Issouane gas field and market the gas. The field is located on the TFT Sud permit south of the partners’ existing Tin Fouyé Tabenkort (TFT) field.

The 2.4MW Mwenga wind farm is nearing completion after receiving a $1.2m loan from the UK-funded Renewable Energy Performance Platform (REPP). REPP investment manager Camco Clean Energy said three turbines had arrived at the project site in Mwenga in the Mufindi district of Iringa region and installation and testing were expected to be completed by early May. Once operational, the wind farm will supply a private rural grid network developed and operated by Rift Valley Energy Group.

South African independent power developer Pele Green Energy has selected US-based independent economic and financial advisory firm Castalia LLC to conduct a feasibility study to assess the viability of a 75MW solar photovoltaic power project in Free State province. The contract is being funded by a grant awarded on 23 May by the US Trade and Development Agency.

Ethiopia: Dam talks stumble again

Ethiopia’s failure to sign an agreement on the filling and operation of the Grand Ethiopian Renaissance Dam (Gerd) negotiated over a four-month period in the United States has resulted in angry recriminations. The US Department of the Treasury has been facilitating preparation of the agreement alongside teams from Egypt, Sudan and Ethiopia and with technical input from the World Bank. Egypt and Sudan are concerned about how quickly Ethiopia will fill the reservoir for the dam and the potential effect it will have on the reallocation of Nile River water rights.

Zimbabwe: Solar tender

Zimbabwe Power Company (ZPC) has invited bids for a 100MW solar power project in Gwanda, about 130km north- west of Bulawayo. The contract covers the funding, engineering, procurement and construction of the Gwanda/Plumtree solar project. A company named Green Solar Europa, in a consortium with local firm Intratrek Zimbabwe, has already expressed interest in the project, according to local media reports. A site visit took place on 5 July and bids are due by 23 July.

The confirmation by Zimbabwe’s Constitutional Court that President Emmerson Mnangagwa’s 30 July election victory was above board brushed aside opposition MDC Alliance complaints, along with growing international scepticism about the hotly disputed poll. Violent scenes in Harare following the results’ announcement raised concerns that the new administration may yet have more in common with the dark years of Robert Mugabe’s rule than with Mnangagwa’s loudly proclaimed “open for business” policy. Mnangagwa was sworn in on 26 August but has yet to appoint his cabinet or a vice-president.
