Five transmission towers on the 330kV Ikeja-West Akangba line supplying Lagos collapsed in December, according to a statement from the state-owned Transmission Company of Nigeria (TCN), which blamed “massive damage” from a fire caused by a vandalised pipeline nearby.

The number of big multilateral financing facilities being put in place for electricity transmission and distribution (T&D) projects across Africa points to a recognition that, after decades when installing generation capacity was the central preoccupation of governments and donors, the infrastructure for delivering power to the people has often been ignored. Historically, large-scale T&D infrastructure has, of course, been put in place. But the momentum to modernise and expand grids has, in most jurisdictions, lagged in recent decades.

As his presidency passes its second anniversary, Muhammadu Buhari is back in a London clinic, being treated for cancer. His absences, about which few facts filter officially, are causing jitters. The president had been expected to deliver a major anniversary speech on 29 May but remained abroad. Chief of army staff General Tukur Buratai’s 16 May warning that “some individuals have been approaching some officers and soldiers for undisclosed political reasons” added to the febrile atmosphere.

There are positive signs coming from Nigeria, where independent power producers will be delighted at the breakthrough in the impasse blocking the 450MW Azura-Edo gas-fired plant, seen as a template for IPPs in the country. Change at the top of Nigerian National Petroleum Corporation (NNPC) and efforts to draw more funds into public coffers – which has included action on oil swap contracts and a decision that all payments to state institutions should go into a single account at Central Bank of Nigeria (CBN) – have been generally well received.

Approval by the World Bank Group (WBG) of a $486m International Development Association (IDA) credit package for the Nigeria Electricity Transmission Access Project (Netap) signalled a continuation of the multi-billion dollar support structure put in place to reanimate the dysfunctional industry. But while the government can point to some advances, the outlook for the Nigerian electricity supply industry seems as precarious as it did eight years ago, when its elegantly structured privatisation was rolled out.

Niger Delta Power Holding Company (NDPHC) wrote to preferred bidders earlier this month informing them of the extension of their bank guarantees to January 2016. The extension is optional and allows bidders to drop out without penalty, although this will result in the forfeit of their preferred bidder status and trigger negotiations between NDPHC and the reserve bidder. However, few industry sources expect this option to be exercised. “If a company has achieved preferred bidder status, why would they want to drop out unless they are in financial trouble?” law firm Dentons’ senior counsel Raj Kulasingam told African Energy.

Senior Federal Government of Nigeria (FGN) and World Bank Group (WBG) officials have been negotiating an estimated $2.519bn loan to support the Buhari administration’s Power Sector Recovery Plan (PSRP), announced in late February. Taking the lead is the Advisory Power Team, lodged in the office of Vice-President Oluyemi Oluleke Osinbajo, the key player driving policy during President Muhammadu Buhari’s period of protracted illness. The FGN’s key negotiators are finance minister Kemi Adeosun and power, works and housing minister Babatunde Fashola.

The Senate on 25 May passed the first element of long-awaited sector reforms, the Petroleum Industry Governance Bill (PIGB). The bill has now to go to the House of Representatives and, if successful, must eventually be signed into law by the federal president. Other elements of the Petroleum Industry Bill (PIB) reforms are now expected to go through the system. The Senate’s vote was widely welcomed, with the Nigeria Extractive Industries Transparency Initiative among those who called on the House of Representatives to give the PIB “an accelerated consideration”.

Petroleum Minister Diezani Alison-Madueke announced on 19 September the creation of a N213bn ($1.3bn) lifeline intended to kick-start the reform process nearly a year after generation and distribution companies were handed over to private investors. This should pave the way for the declaration of the Transitional Electricity Market (TEM), at which point contracts signed between the generation companies, distribution companies and the offtaker Nigerian Bulk Electricity Trading Company (NBET) become active. Akindelano Legal Practitioners partner John Delano told African Energy: “the TEM is expected to be declared on 1 November tentatively. It has been delayed a couple of times but it appears there is now resolve within Nerc [Nigerian Electricity Regulatory Commission], the federal government and the bulk trader to make the PPAs [power purchase agreements] active”.

Nigeria reports $10bn of deals with China

Nigeria signed 13 deals with China worth $10bn during the 3-4 September Forum on China-Africa Cooperation in Beijing, the Presidency has announced. No details were given other than that the agreements covered direct investment, job creation, infrastructure financing and ICT. Several agreements are preliminary, or involve existing projects, and it is not clear how many will result in concrete progress. Among the projects, China National Petroleum Corporation committed to help Nigeria implement the $2.8bn Ajaokuta-Kaduna-Kano gas pipeline.
