Cabo Verde: Solar PV tender launched

State-owned Unidade de Gestāo de Projetos Especiais (UGPE) published a tender on 8 March to build four solar PV plants, including a 1.3MW plant on Fogo island, a 1.2MW facility on Santo Antāo island and two 0.4MW plants on the islands of Sāo Nicolau and Maio, along with a storage component.

The World Bank Group (WBG) is financing the development of four small solar PV projects through its Renewable Energy and Improved Utility Performance Project. The projects include a 1.3MW plant on Fogo island, 1.2MW on Santo Antão island, 400kW on Maio island and 400kW on São Nicolau island. The WBG will also provide technical assistance for the privatisation and restructuring of energy utility Electra.

The Ministry of Industry, Trade and Energy is inviting expressions of interest from developers to design, finance, build, own, operate and maintain two 5MW solar PV projects near Santa Maria on Sal island and Salamansa on São Vicente island. The projects will be implemented on a build, own, operate basis. The tender follows publication of the National Programme for Sustainable Energy and Power Sector Master Plan 2018-2040, which aims for 50% of energy coming from renewable sources by 2030.

The National Directorate of Industry Commerce and Energy (DNICE) is seeking expressions of interest (EoIs) by 30 January for a 5MW solar photovoltaic power plant in Ervadão on Boavista island and a 10MW wind plant on Santiago island.The directorate, part of the Ministry of Industry, Commerce and Energy, is seeking a private sector developer to design, engineer, construct, commission, finance, own, operate and maintain the plants as independent power producers (IPPs) on a build, own, operate basis.

AFC buys InfraCo’s wind farm stake

The Lagos-based Africa Finance Corporation (AFC) has completed the purchase of InfraCo Africa’s stake in the Cabeólica wind farm. The two sides signed a share purchase agreement on 6 May 2015 for AFC to purchase InfraCo Africa’s remaining stake in the project. Cabeólica has more than 30 wind turbines on Boa Vista, São Vicente, Sal and Santiago islands, with a total installed capacity of 25.5MW, equivalent to around 20% of Cape Verde’s energy needs. Cabeólica was established in 2008 as a public-private partnership between InfraCo, the government of Cape Verde, through the Ministry of Tourism, Industry and Energy, and the Electra utility. Power production started in 2011.

Prime minister José Maria Neves has inaugurated an expansion of the Palmarejo thermal plant on Santiago island. Two new 11.3MW Wärtsila generators have been installed at the plant, bringing total capacity to 71MW at a cost of €20m ($22m). Neves said the extension meant power demand was now 96% met. The expansion, inaugurated in late July, was financed under the $58.5m World Bank Recovery and Reform of the Electricity Sector project, which also included funding for an 11MW extension of the Lazareto thermal plant on São Vicente island, which has been completed.

For eight years, private firm eleQtra has managed projects for InfraCo Africa, an investment group affiliated with the Private Infrastructure Development Group, a group of European countries plus the World Bank that work to boost infrastructural development in hard-to-reach markets. eleQtra managing director Richard Parry told African Energy InfraCo currently has power projects in Cape Verde, Senegal, Zambia and Ghana, and is working with mining company Rio Tinto to provide electricity to the Guinean town of Beyla through a 1MW hydro power plant on the Cessou River.

Prime minister Jose Maria Neves inaugurated the 22MW expansion of the Palmarejo power plant on 1 March. The project added two 11MW diesel generator sets to the 25MW facility and a high-voltage transmission line connecting Palmarejo and Calheta at a cost of €52m ($67m). Three new substations were also built.
