The Ministry of Infrastructure and Natural Resources (MIRN) has launched a tender for an engineering, procurement and construction (EPC) contractor to build and maintain a 1.5MW solar PV plant in Santo Amaro. The tendering process and work is financed by the African Development Bank (AfDB). Bids are to be submitted by 6 June.

The São Tomé and Príncipe (STP) government expects to release two national action plans in September with the support of United Nations Industrial Development Organisation (Unido) to raise its renewable energy (RE) rate, which is now about 5%. The Action Plan for Renewable Energy and National Plan for Efficient Energy Systems are intended to support the government’s aim to achieve 50% renewable energy generation by 2030.

Sao Tome: Two small hydro plants planned

Minister for public works, infrastructure, natural resources and environment Osvaldo D’Abreu has announced plans for the development of two hydropower plants in Bombain and Rio Grande. Speaking during the online Fórum da Energia e Clima on 30 September, he said tendering for the projects was expected soon. In 2008, Portuguese company Soares da Costa began construction on a 4MW run-of-river hydro project in Bombaim, which was partly funded by a Netherlands-based bank.

Kosmos steps back from Africa

As explorers cut back on Africa spending, Kosmos Energy has agreed with Royal Dutch Shell to sell its stakes in exploration blocks in São Tomé & Príncipe, Namibia, South Africa and Suriname for about $100m, plus future contingent payments of up to $100m.

On 25 March, the African Development Bank-administered African Development Fund approved a €12.46m ($13.6m) grant to finance the Energy Transition and Institutional Support Programme in São Tomé and Príncipe. The five-year programme will support renewable energy, government financial management and climate policy, as well as capacity building. Components include reinforcing the network around existing thermal power plants, renovating the 1MW Papagaio hydro plant, and hybridising the Santo Amaro thermal plant with a solar PV facility.

The governments of São Tomé and Príncipe and Equatorial Guinea have agreed to establish a joint exploration zone and to develop cross-border oil and gas reserves that may lie in the blocks bordering each country’s national waters.A statement on 18 March said the decision was taken during a meeting in Malabo between São Tomé minister of public works, infrastructures, natural resources and environment Osvaldo Abreu, and Equatorial Guinea minister of mines and hydrocarbons Gabriel Mbaga Obiang Lima.

BP and Kosmos Energy plan to acquire a 3D seismic survey over Block 13 in Q4. Kosmos told African Energy work was scheduled to begin in late November or early December. The survey will cover approximately 6,800km2.BP and Kosmos were awarded blocks 10 and 13 in São Tomé & Príncipe’s Exclusive Economic Zone in January 2018.

The Ministry of Infrastructure, Natural Resources and Environment invites expressions of interest from individual consultants by 5 June for the role of project manager of the mini-hydro projects support programme. The contracted consultant will be embedded within the National Directorate of Energy to assist with the coordination and implementation of this programme and advise the ministry in the bidding process.
