South Africa: Three applicants for BHP Billiton block

BHP Billiton has relinquished its Block 3B/4B licence, but the Petroleum Agency of South Africa has received three applications for the deep-water block despite the low oil price and legal uncertainty. David van der Spuy told Global Pacific & Partners’ Africa Upstream conference in Cape Town that the agency was processing the applications. In the same area off South Africa’s west coast, shallow water Block 2B has been acquired by Africa Energy Corporation, whose president and chief executive James Phillips described it to Africa Upstream as a “forgotten oil basin”.
