Namibia: Arandis seeks review of Xaris contract

Arandis Power has applied to Namibia’s High Court for a review of a tender award to Xaris Energy for a power plant at Walvis Bay citing irregularities in the selection process. The project, for a short-term emergency power plant to be developed as a joint venture with Namibia Power Corporation (NamPower), was suspended last year amid concerns about the tender process, but the suspension was lifted in December. Now an affidavit citing President Hage Geingob, the cabinet, mines and energy minister Obeth Kandjoze, NamPower, Xaris and Sinohydro as respondents, has once again cast doubt on the legality of the tender process. Arandis is asking the High Court for an order to have the entire process reviewed.
