Canada’s Manitoba Hydro International (MHI) has signed a technical assistance contract to improve the performance of state utility Société National d’Electricité (Snel). The estimated $10m contract, funded by the World Bank, aims to support planned improvements to Snel’s generation, transmission, finances and technical controls. MHI’s contract – signed with the main government agency for economic reforms, the Comité de Pilotage de la Réforme des Entreprises du Portefeuille de l’Etat, and approved by the ministries of Public Assets (Portefeuille) and Energy and Water Resources – will put international experts into six divisions and a number of other key posts (notably in transmission and distribution (T&D) and human resources), Snel director-general Eric Mbala told journalists in Kinshasa.
