Cameroon: Consultant sought for Nachtigal hydro supervision

Nachtigal hydropower project

Cameroon’s Ministry of Water and Energy (MWE) on 6 November invited expressions of interest from consultants to assist it in overseeing construction of the 420MW Nachtigal hydropower project. Submissions are due by 30 November 2020. The contract is being funded by the World Bank Group’s (WBG) International Development Association.

Nachtigal is a 420MW greenfield run-of-river hydropower project on the Sanaga river, 65km north of Yaoundé, which is expected to generate around 2.9TWh/yr (AE 381/5). A 1,455-metre-long and 13.6-metre-high concrete dam will be built as part of the project, creating a reservoir covering an area of around 4km2. A 3.3km-long and 14-metre-deep headrace channel will carry water to the powerhouse, which will use seven 60MW Francis turbines. The plant will connect to the Nyom II substation via a 50km 225kV transmission line.

The project is owned by Africa50, Electricité de France Energies Nouvelles Group, the WBG’s IFC Infraventures, France’s Stoa Infra & Energie Ltd and the Cameroon government (AE 382/13). A consortium comprising Belgium's NV Besix, French engineering company NGE Contracting and Société Générale des Travaux du Maroc was awarded the engineering, procurement and construction (EPC) contract for civil works in August 2018. Electromechanical works will be carried out by GE Hydro France and Elecnor (AE 388/9). Construction began in February 2019.

The consultant will provide technical assistance to the MWE during the construction and commissioning of the dam and power plant. The contract is expected to last for four years and includes ensuring quality compliance; examining documentation for operation and maintenance of civil works and equipment; advising on construction materials and labour; supporting the government on environmental and social compliance; helping to manage delays and changes to the scope of work; and assisting the Société Nationale de Transport de l'Électricité in the supervision of turbine commissioning.
