Lesotho: Mini-grid tender gets underway

Lesotho current off-grid projects

Lesotho’s Department of Energy is inviting expressions of interest from consultants to prepare 16 mini-grids for tendering and identify a further 14 mini-grid sites. The World Bank Group’s International Development Association and the Scaling Up Renewable Energy Programme are supporting the $52.9m Lesotho Renewable Energy and Electricity Access Project (LREEAP) to increase access to electricity in rural and peri-urban areas. The project aims to extend the grid in peri-urban areas and use mini-grids in rural and remote areas.

$14.5m has been allocated to the mini-grid component. 38 possible mini-grid sites were identified by the Lesotho Electrification Masterplan 2018-2038, of which ten are being implemented by the Department of Energy.

The consultant will validate a further 16 sites pre-selected by the masterplan and 14 identified through geospatial analysis, finding alternative sites where the proposed sites are found to be unsuitable. Work includes field surveys, technical and financial feasibility studies, social and economic cost benefit analysis, and preliminary environmental and social impact assessments.

The consultant will also look at different models for involving the private sector on a public-private partnership basis as well as design a tendering scheme and draw up tender documentation.
