  • On submission of a draft report, the client is invited to question and make comments, following which we deliver the final report.

AEEP Report into European Financial Flows on SDG7 to Africa, 2024 and 2025

In early 2024, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) appointed us as the consultant to the African Union EU Energy Partnership (AEEP) to research and write reports on European Financial Flows on SDG7 for 2024 and 2025.

This is the fourth contract we have signed with GIZ to support the AEEP’s work over the past decade.

AEEP Report into European Financial Flows on SDG7 to Africa, 2020 and 2021

In 2020, GIZ reappointed us as consultant to the AEEP to research and write comprehensive reports on European Financial Flows on SDG7 to Africa for 2020 and 2022.

The requirement was to:

  • Help overcome existing information gaps constraining international efforts to meet the UN’s Sustainable Development Goal 7 (SDG7).
  • To provide an understanding of financial flows and inform decision making, allowing for more effective and coordinated financing by donors and other actors.

Among the methodological improvements that we put in place were an expansion of the range of data to include non-European public financing, private financing, public contributions to funds and multilaterals, blended and leveraged financing, investments by African governments, and data on disbursements.

We also presented spotlight topics on Lower and Middle Income Countries (LMICs) European Union and member state’s support for the Continental System Master Plan and regional interconnections, and for electrification projects across Africa.

Each report also provided feedback on future improvements to methodology, data gathering and processing.

Infrastructure Financing Trends in Africa 2012-2017

As consultant for the African Development Bank (AfDB)-based Secretariat of the Infrastructure Consortium for Africa (ICA) we researched and wrote Infrastructure Financing Trends in Africa 2017, and the reports for 20162015, 2014, 2013, and 2012.

The task was to identify key trends in the financing of African infrastructure across the energy, transport, water and ICT sectors. We developed and improved the scope and quality of this flagship report in each year we were charged with its production.

The project involved the collection and analysis of financial commitments and disbursements from IFIs, African national governments and the private sector to identify and present key trends in investments.

A questionnaire was supplied to European and non-European IFIs and multilateral development banks (including AfDB, World Bank Group) collecting granular project- and country-level data on loan, grant, equity, blended and leveraged financial flows.

The report was produced to the highest publication standards, in English and French, with high quality graphs and specially prepared maps.

The work included presentation of the report at a meeting in Africa and submission of a working paper on the consultancy process to the Secretariat of the ICA.

EUEI PDF AEEP – Review of the AEEP Political Targets

In 2017, GIZ appointed us as services provider to the EUEI Partnership Dialogue Facility (EUEI PDF) to help it in its mission to provide operational and logistical support to the Africa-EU Energy Partnership (AEEP).

The project involved the collection and analysis of electricity sector data on Africa for the production of the AEEP 2017-18 Status Report.

The report assessed Africa’s progress towards meeting energy targets on energy access, security, renewables and energy efficiency.

The report also analysed the harmonisation of African energy initiatives, alternative measures to meeting targets, policy developments across the continent and quantitative analysis of African and European financial contributions towards energy projects and programmes.

As consultant to the AEEP, the service also provided a review of the political targets, and how these should be adjusted for the initiative’s next ten-year cycle starting in 2020.

As consultant, Cross-border Information showed extreme flexibility due to the AEEP’s late need to produce a larger than expected report for presentation at the Africa-EU summit in Abidjan, 2017.

Monitoring the AEEP 2020 targets, developing 2020 scenarios and providing a monitoring report

In 2013, GIZ appointed us as services provider to the EUEI Partnership Dialogue Facility (EUEI PDF) to help it in its mission to provide operational and logistical support to the Africa-EU Energy Partnership (AEEP).

The main objective was to evolve and operationalise the AEEP Monitoring Tool (prepared by us in a previous project) to measure progress towards meeting the AEEP’s political targets over time until 2020.

Data collection and metrics included:

  • Increases (or decreases) in energy infrastructure.
  • Fuel supply (including renewables).
  • Power generation and distribution capacity.
  • Energy access (including affordability).
  • Energy efficiency and energy legislation.

This required developing the methodologies for collecting and assessing baseline data as well as different methodologies for collecting data that indicates improvements in (or the deterioration of) energy infrastructure, supply and access across the continent.

The work also involved designing, writing, delivering and presenting a First Monitoring Report in 2013 at the Second High-level Meeting of the AEEP.
