South Africa: Eskom launches storage tenders

South African national utility Eskom has released two tenders as part of the 800MWh first phase of its battery storage programme. The utility is seeking a company to design, build, commission, and operate for five years an 80MW/320MWh battery system at the Skaapvlei substation near Vredendal in the Western Cape. It is also seeking consultants to provide assistance with technical, procurement and project management aspects of the first phase of its storage programme, which covers seven energy storage projects, including Skaapvlei, across four provinces.

Eskom aims to install battery systems with combined 360MW/1,440MWh capacity across through several phases. It has secured $406m the World Bank Group (WBG), the African Development Bank, and New Development Bank for the Eskom Investment Support Project and Eskom Renewables Support Project, which are supporting the battery programme. The utility received permission from the WBG to replace a concentrated solar power project included in the loan that financed the giant 4,764MW Medupi coal power plant with the battery.

The first phase is divided into three work packages, all involving the design, supply and installation of battery systems at substations as well as five-years of operations and maintenance. The first package covers the Skaapvlei system. The second is for a 35MW/140MWh at Melkhout substation, a 40MW/160MWh system at Pongola substation, and an 8MW/32MWh system at Elandskop. The third package includes a 10MW/40MWh system at Paleisheuwel, a 4.5MW/25MWh at Graafwater, and 20MW/100MWh at Hex.

Work on Skaapvlei includes design, engineering, supply, construction, installation, testing and commissioning of the system, as well as five years of operation and maintenance. The timeline to commissioning is expected to be a maximum of nine months. Submissions are due by 11 September.

The consultancy contract covers all seven sites and includes provision of technical assurance on detailed engineering designs and specifications, development of tender documentation, project management support, construction supervision, and legal services. The work is expected to take 24 months. Submissions are due by 17 August.
