South Africa: Bidders face up to emergency IPP procurement challenges

More details have emerged about the Risk Mitigation IPP Procurement Programme, announced by energy minister Gwede Mantashe, while questions continue to be asked about the programme’s design, which is based on 20-year power purchase agreements (PPAs). Also in question is a deadline of July for projects to reach financial close.
