Nigeria: NNPC makes slow progress on refinery rehabilitation schemes

Nigerian National Petroleum Corporation (NNPC) is making slow progress on rehabilitation schemes at its key refineries. Some $1.5bn is to be invested in its Port Harcourt Refinery Company (PHRC) complex to restore it to 90% of its nameplate capacity.
